Name: Vladimir

Summary: Vladimir is the moneyman.  If you need financing for your terrible scheme, this is the kind of person you go to.  His goals are unclear, but what we do know is that he's the guy behind the guy.  Follow the money, and this is who it leads you to.   If only we knew more than that, we might just be able to thwart him and every madman he's backing.

Expertise: The man certainly knows the economic world.  He's able to move funds through channels we can't touch, and we don't even know exactly how much cash he's sitting on.  Or whether he's got his funds tied up in oil pipelines, in real estate, in precious metals, or something else entirely.   Our best guess is it's all of the above - when you're this economically savvy, you certainly know how to diversify your portfolio.

Shortcomings: One of these days, he's going to slip up.  Put his money somewhere we have visibility to, show up somewhere that we've got boots on the ground, or even just say the wrong thing with a hot microphone present.  Until then, he remains out of our reach.  But always on our radar.

Final verdict: If we can manage to get our hands on this guy, we could bring down a whole network of madmen.  And that's just the people we know he's connected to - who knows how many more plots this guy is financing?  The world would be a much safer place if only we could apprehend this one man.  Short term, we need to stop some weaponized satellites from launching.  Longer term, Vladimir - and his net worth - is the real target.
